Construction of Block ‘B’ in CHB Office Complex, Sector-9, Chandigarh as Intelligent & Green Building
The Chandigarh Administration had allocated CHB a chunk of land measuring 3.26 acre along Madhya Marg, for construction of CHB office. The construction of this Office Building Complex is governed by Architectural Control of Chandigarh Administration. CHB had completed the construction of Two Single Storied Blocks – Block ‘A’ & Block ‘C’ in the year 1983 and 1993 respectively. However, the construction of seven storey block ‘B’ was not taken up by the Board so far.

The proposed Building Block ‘B’ which has a covered area of approximately 1,53,000 sft. and will be a “Intelligent Building” made with latest technologies & innovative building materials and its power requirements should be met to the extent possible to the use of non conventional sources of energy.

The drawings of the project were got prepared from Consultant Architect were submitted with the Department of Urban Planning which were not approved. Now, the same are being again worked out and would be again submitted with Department of Urban Planning for approval and after the approval of drawings tendering process will be initiated.
Forthcoming Schemes
1. The Board in its meeting dated 18.05.2015 resolved to go ahead with the taking up of the construction of 128 two bed room flats in Sector 51-A alongwith estate services with approved plans by the department of Urban Planning UT Chandigarh.

2. Chandigarh Housing board is in process of preparation of Housing Scheme on 19.5 Acres of land in sector -53 comprising of 500 flats of various categories. CHB has already paid the cost of the land to Estate Officers, UT, Chandigarh. After getting the approval of drawings from the Chief Architect, UT, Chandigarh, applications would be invited for allotment of flats. CHB also intends to construct approximately another 1500 flats on 30 acres of land in Sector-54 after Sector-53 Hosing Scheme. Cost of said 30 acres of land has already been paid by CHB to Estate Officer, UT, Chandigarh.

UT Employees Self Financing Housing Scheme (Sub Heading

Chandigarh Housing Board introduced the Self Financing Housing scheme 2008 as per the directions of Chandigarh Administration for the UT Government Employees on lease hold basis. The applications were invited on 14.01.2008. The draw of lot was held on 4.11.2010 and 3930 applicants were declared as eligible (252 for Three Bed Room flats, 168 for Two Bed Room flats, 3066 for One Bed Room flats & 444 for One Room flats.

The Chief Architect, UT has approved concept plan and preliminary drawing of UT Employee Housing Scheme in Sector-53, Chandigarh on 11,795 Acres of land wherein 252 Three Bed Room Flats with Servant Quarter, 168 Two Bed Room Flats with Servant Quarter and 144 One Room Flats have been planned for which Administrative approval and Expenditure sanction for construction amounting to Rs.324.46 crore has been accorded by Board in its 415th meeting held on 6.3.2019

The Chandigarh Administration has approved allotment of 61.55 Acres (approx.) land (i.e. 28 Acres at Sector 52, 16.05 Acres at Sector 56 & 17.50 Acres at Sector 56) to Chandigarh Housing Board for construction of balance apartments under Self Financing Housing Scheme for UT Employees.

It is informed that CHB is in receipt of letter from Secretary Estates, Chandigarh Administration bearing No.3184 dated 27.2.2019 vide which it has been informed that Central Cabinet through Ministry of Home Affairs vide their letter No.U-13028/4/2016-CHD dated 18.1.2019 has approved allotment of 61.5 Acres of Govt. land to CHB for construction of apartments for 3930 allottees under Self Financing Housing Scheme for UT Employees at a total cost of Rs.2206.62 Crore approx. taking into consideration rate of Rs.74131/- per Sq. Yd. i.e. Rs.35.88 Crore per acre on lease hold basis for 99 years. Further, Secretary Estates, Chandigarh Administration has informed Estate Officer on 12.3.2019 and has endorsed a letter to CHB bearing No.4185 dated 12.3.2019 informing that HG the Administrator UT has accorded approval for allotment of approx. 61.5 acres of land to CHB (28 acres of land in Sector 52, 16.05 acres of land in Sector 56 and 17.50 acres of land in Sector 56) at a total cost of Rs.2206.62 Crore approx. taking into consideration rate of Rs.74131/- per Sq. Yd. i.e. Rs.35.88 Crore per acre on lease hold basis for 99 years. Further in the said reference it has also been informed that approval has been made to relax Rule 4 of Chandigarh Estate Rules 2007 for allowing CHB to defer the payment of cost of land in 5 equated installments (each of 6 months) spanning over 30 months (2-1/2 years) subject to payment of interest @ 12% per annum for the period of delayed payment.

CHB has arrived the estimated pricing of flats in Sector 53 keeping in view the price of land in Sector 53 same as that of recently rates conveyed for land in Sector 52 & 53, Chandigarh as Rs.74131/- per sq.yd.(not Rs.73141/- as mentioned in the petition). The said decision is inconsonance with the decision of the board taken during its 415th meeting held on 06.03.2019 vide which CHB has taken major decisions with regard to construction of 564 flats of various categories in Sector 53, for UT Employees Housing Scheme which are detailed as under:-

  1. The Board has accorded Administrative Approval & Expenditure Sanction amounting to Rs.324.46 Crore for construction and development of 252 Three Bed Room Flats with servant quarter, 168 Two Bed Room Flats with servant quarter & 144 One Room Flats in Sector 53, for UT Employees Housing Scheme.
  2. The Board has decided to finish all the houses including all bathrooms in all respects excluding wood work of cupboard and kitchen cabinet. The said decision is being conveyed to all successful applicants of UT Employees Housing Scheme.
  3. The Board has accorded approval to invite the tender in different packages so as to cut short the construction time of UT Employees Housing Scheme.
  4. The Board has decided that the land cost @ Rs.74,131/- per sq. yards, will be charged in accordance with the decision of the Union Cabinet conveyed by the Secretary, Estate, Chandigarh Administration, Chandigarh vide letter No.3184 dated 27/02/2019. Accordingly, the Board has decided that land cost to be taken @ Rs.74,131/- per sq. yards for all the flats to be constructed under UT Employees Scheme on the land yet to be allotted by the UT Administration and the available land at Sector-53, Chandigarh. As the profit component of CHB was not included in the tentative cost approved by HG, the Administrator UT, Chandigarh at the time of launching the Scheme, so the Board decided that the costing of Dwelling Units be worked out on the same parameters which were followed while working out the tentative costing at the time of launching of Scheme. Accordingly, the Board has approved computing the tentative cost after removing the profit component.

CHB has even computed the tentative cost after removing the profit component. The Chief Architect, Department of Urban Planning,  Chandigarh Administration vide his letter No.2729 dated 22.05.2018 had revised the architectural parameters which includes increase in storeyes and FAR in  Sector-53, Chandigarh in order to accommodate maximum number of allottees.

The next date of hearing of the court case in Hon’ble High Court is dt. 01.03.2023.

 

IT Habitat Project at RGCTP Chandigarh

Chandigarh Housing Board is developing a project of 110.63 Acre of land excluding external roads at IT Habitat RGCTP Chandigarh. The chunk has been divided into residential, institutional, hospital and commercial pockets for auction. In the said chunk, a central green will also be developed. The residential plot No. 1 & 2 (16.60 Acre) are being developed by CHB for General Housing Scheme. An Architect Consultant was appointed for the project. The consultant has prepared architectural design/drawings of the project which have been approved by the PAC(U). The Consultant Architect has planned Four Bed Room, Three Bed Room and Two Bed Room flats in the plot.

Plat No.7, is also being developed for Housing for Senior Government Employees etc. for finalization of design of Plot No. 7, CHB appointed Architect Consultant by conduct of design competition. In the plot 4BHK flats & EWS flats have been planned. The Drawings for the project have been submitted to PAC(U) for its approval.

For obtaining Environment Clearance of the project at plot 1 and 2 the request for the same is submitted to the concerned department and some observations received which are being replied. For obtaining Wild Life Clearance of Plot 1, 2 & 7 the proposal was submitted. The same has been rejected by the NBWL. The CHB is in the process of getting the decision of NBWL reviewed.
