Chandigarh Housing Board has been appointed as Nodal Agency for the allotment of flats under the Chandigarh Small Flats Scheme, 2006. The process of allotment has already started and more than 10,000 flats have been allotted to eligible jhuggi dwellers on the recommendation of Estate Officer, UT, Chandigarh. Many allottees have been approaching the Chandigarh Housing Board for change of their flats to ground floor on medical as well as humanitarian grounds. The Board invited applications by giving a Public Notice in newspapers on 1.8.2015 from eligible allottees desiring change to ground floor on account of physical disability. Applications along with physical disability certificate issued by General Hospital, Sector-16, Chandigarh were to be submitted within one month of the said public notice and no application for transfer of small flats without medical ground was to be accepted. Further, the Chandigarh Housing Board in its 392nd meeting held on 2.9.2015 took following decisions for change of floor/flat on medical grounds to physically handicapped persons and on other grounds in respect of allotments made in Rehabilitation Colonies:-
- The request for transfer of a flat on the ground of physical disabilities/serious ailment/chronic disease so recommended by the Medical Supdt. of PGI/GMCH, Sec.32/GMSSH, Sec.16, Chandigarh will be considered subject to availability of flat. (165 Nos. of allottees from Dhanas, Sector 38(W)/56, 49, Ram Darbar submitted request for change of floor on the basis of medical ground viz handicapped certificate/chronic disease certificate OPD treatment card issued by Govt. Hospital, Pvt. Hospital and on the basis of old age).
- Mutual transfer of flats from one colony to another or in the same area is allowed.
- Change of flats from one colony to another colony on humanitarian grounds is allowed subject to availability of flats.
- At the level of Secretary, Chandigarh Housing Board, all these cases are to be decided and disposed off.
A committee of AO(Admn.) & SO(Colony) on behalf of AO-V verified the genuineness of the cases by calling the allottees in person on 12.10.2015 and on the basis of documents furnished along with requests and shown at the time of said meeting. The said committee has after due deliberations submitted their recommendation, category-wise as under:-
